What does your comprehensive or third party cover pay for?

Third party cover pays other people. Injury is paid at the value a court awards, with no limit, and property up to AED 2,000,000 per accident. Comprehensive cover pays for damage to your own car.

Updated 8 min read

“Comprehensive” is the market name for the Loss and Damage policy. The Central Bank of the UAE said in April 2024 that a loss and damage policy is “what is normally referred to as” comprehensive insurance.1 The word does not appear in either policy. The Central Bank’s consumer brochure defines it differently, as third party liability plus loss and damage.2 Check that your Schedule shows both.

UAE insurers must use two unified policies, the standard wordings for Third Party and for Loss and Damage.3

Takaful insurers follow the same provisions.3

The Sportage is an example only. Neither unified policy names a make or model.

Who does your cover pay?

It depends on the policy. The two pay different people, and Table 1 sets them side by side. Ask your insurer which your plan includes, one or both.

Which cover do you need to license your car?

You need insurance to get or renew your car’s licence. UAE traffic law, in force since 29 March 2025, makes it a condition and leaves the type of insurance to separate regulations.4 From 1 January 2027, those regulations require at least third party cover.5

Could you have to repay your insurer?

Yes, on third party cover, in the cases the policy lists. Your insurer may not use an argument against the injured person that it could use against you. It may then recover what it paid.6

The off road, licence, and narcotics or alcohol rows in Table 1 are such cases. On comprehensive, those rows are exclusions instead, with the exceptions shown.7

What if your car is stolen, burnt or vandalised?

Comprehensive pays for theft, fire and a third party’s wilful act. Third party does not, because your own property is left out of it. Table 2 goes through the claims people ask about. “Not stated” means the policy does not mention the topic. It does not mean the topic is excluded.7,6

A named plan can go further than Table 2. Ask your insurer for the Schedule before you rely on it.

Can you add theft and fire to third party cover?

Only if your insurer agrees. The Third Party policy allows new cover under a separate policy or a rider.6 It names no theft or fire add-on. GIG Gulf says its third party cover does not include theft or fire, and points to more comprehensive insurance.8

Can an insurer refuse to cover you?

Not for third party cover. An insurer must issue it on request for any vehicle licensed in the UAE. It may not refuse comprehensive cover or a renewal because of your age, sex, residence or a licence under one year old, unless it has technical or actuarial reasons or past experience with you.3

From 1 January 2027, an insurer may not refuse to insure a vehicle that has passed its technical inspection.5 That article does not say which cover it means.

Does your cover pay for flood damage?

Both unified policies exclude floods by name.7,6 The Central Bank said in April 2024 that damage from that month’s heavy rains was covered under a loss and damage policy.1 The flood guide sets those statements side by side.

How much does your third party cover pay?

For property, up to AED 2,000,000 per accident. For bodily injury there is no limit. The amount is the value a court awards. Table 3 lists the other limits.6

Table 3.Limits in the unified Third Party policy.
What is paid forLimit

Death of a spouse, parent or child of you or the driverAED 200,000 per person. Disability by percentage, plus treatment

Ambulance and medical transportAED 6,770 per injured person
Loss of use, private car ownerMarket rental rate, up to AED 300 a day for up to 15 days. Not paid if cash compensation is chosen

Can you get a higher third party limit?

Yes, if it is agreed. New cover or higher limits may be agreed under a separate policy or a rider, which is an add-on to your policy.6

GIG Gulf lists third party property damage at AED 3.5 million on all three plans on its product page, against AED 2,000,000 in the unified policy.9 Its Motor Prestige handbook and Table of Benefits give AED 5 million for Prestige.1011 These GIG Gulf documents conflict. Ask GIG Gulf for the current limit.

Are your passengers covered?

Yes, unless you employ them and they are hurt during and because of work. The Third Party policy covers death or injury to any person, including passengers. It leaves out you and the driver who caused the accident. A passenger is someone inside, getting in or getting out.6

You, the driver and those passengers can be added by a personal accident endorsement, for additional premium. If agreed, the death benefit is at least AED 200,000.6 Read about personal accident cover.

How much can your insurer charge you?

An amount within the bands in the motor tariff, the regulator’s price rules. Insurers compete within those limits. The third party bands run over a 13-month insurance period. Comprehensive and third party are priced jointly, as the combined policy in Table 4.12 The bands are not a price for any driver.

Table 4.Extract from the motor tariff bands.

  • The two policies. Their full names are the Unified Motor Vehicle Insurance Policy Against Third Party Liability and the Unified Motor Vehicle Insurance Policy Against Loss and Damage. Insurers must issue both on the attached forms. The forms may be changed only in favour of the insured or beneficiary.3 Decision 25 of 2016 took effect on 1 January 2017. The texts here are version 2, consolidated 18 January 2021.
  • Licensing. Federal Decree-Law 14 of 2024, effective 29 March 2025, makes insurance a condition of issuing or renewing a vehicle licence (Art 19(1)). Art 19(3) leaves the type of insurance required to the Executive Regulations.4 From 1 January 2027 those regulations are Cabinet Resolution 174 of 2026. Its Article 102(1) makes licensing or renewal conditional on the vehicle being insured at least for the benefit of third parties (our translation of the Arabic).5
  • Table 1, Third Party references. Your car: Ch 2, 1(c). Injury: Ch 2, 1(a). Outside the UAE: Ch 1, 02 and Ch 4, 1. Natural disasters: Ch 4, 2. War: Ch 4, 3. Off road: Ch 5, 09. Licence: Ch 5, 05. Narcotics or alcohol: Ch 5, 06. Deductible: Ch 2, para 2.6

Trailer: Ch 5, item 6.7
  • Table 2, Third Party references. Own property: Ch 2, 1(c). Overload and purpose: Ch 5, 02. Race: Ch 5, 03. Law breaking: Ch 5, 04. Intentional accident: Ch 5, 07. Strike: Ch 4, 3. Trailer: Ch 1, 22 and Ch 5, 08. Neither policy uses the words windscreen, roadside or rockfall.6
  • Refusal. Current rules are Decision 25 of 2016, Art 4.3 The 2027 rule is Cabinet Resolution 174 of 2026, Art 102(2) (our translation of the Arabic).5
  • Recovery from you. Under Chapter One 03, the Third Party insurer may not raise against the injured party an argument it could use against the Insured. Chapter Five lets it recover what it paid in the listed cases.6 Loss and Damage exclusions are in Chapter Four.7
  • Table 3 references. Bodily injury: Ch 2, 1(a) First. Death of a family member: Ch 1, 05(a) and Ch 2, 1(a) Second. Death of a rental, public transport or driving school driver: Ch 1, 05(b). Property: Ch 2, 1(c). Ambulance and medical transport: Ch 2, para 6. Loss of use: Ch 2, 1(d).6
  • Higher limits. New cover or higher limits are in Third Party Chapter One 07(b).6 GIG Gulf is Gulf Insurance Group (Gulf) B.S.C (c), listed in the CBUAE register, September 2026.13
  • Passengers. Third Party Chapter Two 1(a) carves out the Insured, the driver who caused the accident, and passengers employed by the Insured if injured during and because of work.6
  • Motor tariff. This is Decision 30 of 2016. Insurers compete within the limits in Tariff Tables 1 and 2 (Art 2(2)). Tariff Table 1 runs over a 13-month insurance period and is keyed to cylinders. Tariff Table 2 prices the Loss and Damage and Third Party policies jointly. Table 4 above is an extract from Tariff Tables 1 and 2, shown as consolidated 1 January 2018. The source prints AED 1,300 as 1.300. The rule on additional sums is Art 3(4), and the resolution comes from the Authority.12
  • Status of the tariff. The Rulebook shows the Decision as In-Force.12 Decree-Law 48 of 2023 kept regulations issued under the 2007 insurance law effective until replaced, where they do not conflict with it (Art 114(2)).14 Decree-Law 6 of 2025 repealed that law and keeps regulations issued under it in force until replaced (Art 183(1)).15 Neither names Decision 30.
  • Market loss ratios, 2025. Table 18 of the CBUAE 2025 report splits motor results by policy type. Personal comprehensive and personal third party had gross loss ratios of 62.1% and 92.4%. Table 5 has the figures. These are market aggregates. A loss ratio depends on pricing as well as claims, and says nothing about any driver’s risk.16
  • Market premiums, 2025. CBUAE Table 7 gives the Motor and Transportation line for 2025: gross written premium (GWP) of AED 10,075,906 thousand across 5,607,083 policies, an average of AED 1,797 per policy. Data period 2025. Checked 4 Nov 2026.16 The line includes transportation and is not a price for anyone.
  • Market claims, 2023 and 2024. Two annual points in Fig. 1 cannot show correlation, or that one series moved because of the other. UAE.Stat also gives incurred claims of AED 4,371.1 million for 2023 and AED 7,250.5 million for 2024.17 For 2024 it gives 5,345,488 policies and average GWP of AED 1,506.18 Checked 4 Nov 2026.
