The Dubai block holds 3,306 of the 6,014 accidents in 2025

The Ministry’s 2025 cause workbook lists accidents in seven unnamed blocks that sum to the national total.5 Read in the Ministry’s emirate order, Dubai’s block holds 3,306 accidents, or 55.0% of the total. Abu Dhabi’s holds 1,716. Ras Al Khaimah’s block is the only one of the seven with fewer accidents than in 2023.6

How the emirate rows are read

The cause workbooks have no emirate column. Their rows fall into seven blocks that sum to the national total. In the 2023 workbook the Abu Dhabi, Dubai and Ras Al Khaimah blocks match the Ministry’s 2023 fatigue counts by emirate: 25, 2 and 2, none elsewhere.7 The 2025 blocks are read in the same order; no second source gives a 2025 count by emirate. The other four blocks are combined because their order is not confirmed by a second source.

Per 100,000 residents, Dubai’s 2025 count is 72.2, on Digital Dubai’s end-2025 population of 4.58 million.8 Abu Dhabi’s 1,358 accidents in 2023 are 35.3 per 100,000, on the Statistics Centre’s revised 2023 population of 3,847,585.9 These rates are this site’s calculation.

Emirates label causes differently. Dubai’s block has no accidents under distraction and is the only one to use misjudging other road users, with 408. Abu Dhabi’s block has 551 under distraction.5

Fujairah Police counted 11,747 accidents of all types from January to November 2025, with 7 deaths and 201 injured. The Ministry’s 2025 series records 6,014 accidents across the UAE.

Fujairah Police said its figure covers every accident recorded on the emirate’s roads.10 Emirate police totals and the Ministry series measure different things.

Abu Dhabi published 3.11 road deaths per 100,000 residents for 2025

Each rate is as the authority published it. The UAE row is this site’s calculation from Ministry deaths and UAE.Stat population.

Neither ministry explains the gap between the two counts.

People aged 19 to 29 were 40% of 2024 road deaths

The RoadSafetyUAE release of Ministry data puts 40% of 2024 deaths and 42% of the injured in the 19 to 29 age group.15 Motorcyclists were 67 of the 384 deaths, or 17%. Micro-mobility users were 19. Run-over accidents caused 61 deaths, or 16%. Five violations account for 68% of deaths: distraction, tailgating, sudden swerving, negligence and lack of lane discipline.

Bayanat gives 504,377 new driving licences issued in 2024, 396,371 to men and 108,006 to women, and 540 accidents involving new licence holders.21 For 2023 it gives 423,118 new licences and 677 such accidents.22 The release gives 383,086 new licences for 2024. The two figures differ and neither publisher explains why. Khaleej Times reported 885 accidents involving new licence holders in 2025.23

Collisions were 67.7% of 2024 accidents

The Ministry of Interior’s 2024 set on Bayanat records 4,898 traffic accidents.24 Collisions were 3,315, or 67.7%. Run-over accidents were 954, or 19.5%. Rollovers were 598 and other accidents 31.

Three causes account for 47.8% of 2024 accidents

The set lists 56 causes.27 Sudden swerving was given for 856 accidents, distraction while driving for 783 and not leaving enough distance for 700. Together that is 2,339 of 4,898. A separate label for phone use while driving holds 7 records, so most distraction records do not name the phone.
